In 1990, Cordillera member Jim Polsfut created the Colorado Advisory Council on Mexico. The four-year mission of the Council, chaired by Mayor Federico Peña of Denver, was to expand the dialogue for North American integration among a much larger group of participants. Quarterly lunches often drew 350 persons and included speeches by US Ambassador to Mexico John Negroponte, Commerce Undersecretary Roger Wallace, Mexico’s Secretary of the Environment Santiago Oñate, and US Senator Ben Nighthorse Campbell, among others. The Colorado Advisory Council on Mexico’s efforts culminated with the initial implementation of the North American Free Trade Agreement on January 1, 1994.
