Initially, the focus on dialogue of the Cordillera Foundation was internal, with the Foundation holding one or two plenary sessions a year among its membership base of roughly 50 citizens from Canada, the United States, and Mexico. Promoting North American integration was its primary mission. Members included current and former lawmakers, diplomats, corporate CEOs, non-profit leaders, lawyers, physicians, and academicians. As the Foundation’s president, Jim Bye led members into discussions on immigration, cross-border environmental protection, education, culture, diplomatic relations, and ultimately, free trade.
